3) HOW WOULD YOU REDUCE/PREVENT THESE GERMS?

Yes and yes,I don`t think u could reduced or prevent this germs on play grounds,not completely anyway,The only thing that comes to mind is to keep the children hands %26amp; face clean as often as possible.U got a star from me,I think u got a solid Q`s there.I check ur sources,Impressive !!!
